How does the owner profit from running a bingo hall?

I am in S.C. and I am wanting to open a bingo hall. But I read the laws and under the Cl C license you can not pay anyone at all. How in the world am I suppose to pay for 4 runners, 2 custodians, and 2 cooks? It saids everyone should be a volunteer but I know this is B.S.
