Help find the name of this horror/scary movie?

I'm searching for the title to a movie on tv I saw in the early to mid 90's. These are the bits I can remember... there's a young brother/sister who share a bedroom. A teddy bear underneath the brothers bed gets glowing red eyes and coerces him to come under the bed and then he takes the kid. The kids family don't listen to the girl (who tells them that it was the bogeyman) and a detective (?) gets on the case. The detective reveals that his own brother was taken (and he thinks it was the same creature). There was something about finding a bloody shoe in a forest. The other thing that I can remember (and this is rather blurry) is that you see the creature and it's transparent, in this big park. There's a little boy in the park (not the brother) who talks to the creature, and I think the creature acted friendly in a weird way.
