Cheapest way to pay out of state college tuition?

I currently live in Florida but I want to go to college in Maryland because I plan on living there with my family. I have little to no money saved up for college so almost all will be loans. I am a senior and doing dual enrollment program with SFC and will have 39 college credits at graduation. What grants and scholarships should I apply for? Should I just go to a community college there first and finish my AA and then transfer to a 4 year? I am applying to UMD and Townson Univ and any others I think I can make. My test scores are average and my gpa is about a 3.0. I have family support but I will be on my own for the most part. Please no advice to just stay in Florida because I want to move to Maryland. Any help much appreciated.
