Words are only the meanings people give them. A swear word is simply a word that people have given a bad meaning. In different contexts, even swear words can mean something different. If someone swears in order to insult someone then like any insult it would be unacceptable. Even if a euphemism is used to insult it would also be wrong. However, if I were to say "crap" (and I usually do) after messing something up, then I see nothing wrong; I would simply be expressing emotion. Saying the F-word instead of crap would only cause people to stir because they ociate it with other meanings that make them feel uncomfortable. Basically, they're only words.
